Gta 4 Rgsc.exe Cannot Start

GTA 4 - Rockstar Games Social Club - Application Failed to Launch. I logged on to RGSC, then run gta 4 using launchgtaiv.exe and it worked. I have trouble with Rockstar Games Social Club. Rockstar Games Social Club Client v1.3.
